NORTH AMERICAN PACKING REGULATIONS
 
Countries under NAPPO (North American Plant Protection Organisation) (Canada, USA and Mexico) have agreed to adopt international provisions of the ISM#12 Guidelines for Wood Packaging Materials in International Trade, effectively replacing the current national legislation.
 
The date of adoption is January 2nd 2004.
 
Exporters / Importers may conform earlier than the mandatory date.
 
Discussion / Impact Statement:
 
All wood packaging material must comply with these international regulations in an effort to control the introduction of non-indigenous insects, pests and plant diseases.
 
Compliance is imposed on the actual Exporter to ensure conformance to the wood packaging materials regulations.
 
Fines will be levied upon the Importer in the national jurisdiction for non-compliance. National authorities will carry out inspections.
 
INon-compliant consignments will be interdicted and appropriate remedial measures will be taken including quarantine and destruction as appropriate.
